Carbon Developer | Renewable Energy, Biomass & Sustainable Agriculture Project Consultant

I am Dr Noraini Ruslan, a Carbon Developer, Renewable Energy, Biomass & Sustainable Agriculture Project Consultant, and MSPO High Conservation Value (HCV) External Assessor, specialising in nature-based and technology-based climate solutions. I hold a PhD in Ecology and Environment and work at the intersection of science, engineering, sustainability, food systems, and commercial project development.
My expertise lies in originating and developing land-based, agriculture-linked, and waste-to-value carbon projects, from early-stage concept design through to technical feasibility, sustainability assessment, and market readiness. This includes renewable energy and waste-to-energy systems, biochar carbon dioxide removal (CDR), biodiesel and ISCC-aligned supply chains, sludge and scum oil valorisation, biomass-to-advanced materials (including graphene), and high-value carbon project development.
In addition to the oil palm sector, my work extends across food systems and agricultural landscapes, including agro-industrial residues, food processing waste streams, regenerative agriculture opportunities, soil carbon enhancement, land rehabilitation, and integrated sustainability strategies across upstream and downstream agri-food value chains. I support organisations in transforming agricultural and industrial by-products into energy, carbon credits, and commercially viable climate solutions.
Beyond technical development, I am actively involved in project origination, structuring, and early-stage de-risking, working closely with landowners, plantation and mill operators, agri-food producers, technology providers, and strategic partners. My role focuses on identifying viable opportunities, aligning suitable technologies, and ensuring projects are technically robust, environmentally credible, and commercially coherent prior to investment, scale-up, or execution.
My work supports companies, technology providers, and investors in building investment-ready sustainability and carbon portfolios by bridging scientific integrity, regulatory alignment, and commercial opportunity. I focus on developing projects that are environmentally effective, economically strategic, and scalable particularly across agriculture, food systems, biomass, and land-based climate solutions.

We provide advisory, technical assessment, and project facilitation services for palm oil mill effluent (POME) value recovery, working with technology providers and industry collaborators to support waste-to-value solutions.

We provide carbon credit assessment, feasibility studies, and strategic advisory, supporting organizations in preparing projects for participation in voluntary and compliance carbon markets through qualified partners.

We design and coordinate IoT-based environmental monitoring solutions in collaboration with technology partners to support data-driven environmental assessment and reporting.

We deliver applied sustainability research, performance analysis, and impact studies, in collaboration with academic and industry partners, to support continuous improvement and compliance.

We provide advisory and coordination support for single and double tax deduction applications by aligning sustainability initiatives with approved research and innovation frameworks.
